If I ran a chain of stores, part of the job requirement would be the clerks be armed. A sign on the door would also say ""Our clerks are armed".

Good point. Much better to have a shoot out between a completely untrained "crook" and a almost certainly poorly trained clerk then just let the robbery occur and file an insurance claim.
