I think DUI needs to be a factor in sentencing, nothing more.
Make it a multiplier.

Everyone thinks they're a safe drunk driver until they kill someone. We had effectively decriminalized it for decades before we finally decided to do something about it and tough drunk driving laws have made our roads much safer. The notion that we should throw that success away so some self important douches can drunk drive without worrying about the cops is ridiculous.

Every case should be different. Were they driving crazy or did they just have a tail light out.Vehicle operation,safe/unsafe, should be a factor in the outcome. Some who blow a .08 are probably better drivers then others who blow .00. Actually text n drive is catching drink n drive in crashes.
