The complexity of coming to a good conclusion has been explained to you, patiently, by Divinity. He has already shown why it is foolish to use this single measure, and why your current analysis is wrong. You have simply ignored it in favor of demonstrating basic math skills.

Perhaps I should use ACT scores? Overall enrollment? Standardized test scores? College entrances? Diversity? Number of failing schools?

All of these things are better now than before.

In fact, I'm having trouble thinking of a SINGLE metric that has gotten worse . . . I guess there is one or two.
