Or, if as mentioned earlier there is a breeding program and for whatever reason a particular animal is screwing with it.
Obviously its not the same as with North America, where we've mostly removed the predators and hunting is the only thing preventing runaway populations.

Just yesterday I saw an article that states there is only 1 male white rhino left on the planet, and he is under 24 hour armed guard. Damn peasants in Asia think the horn cures crotch rot or something. There's 4 females left but he is 42 years old and might nor have the strength the mate.
Btw, controlled hunting is perfectly fine. This is the same complaining that girl received a couple years ago.
