Can anyone help me with a query?

I have a black & white picture of a bunch of balloons where one balloon is coloured red. I need to change that red balloon to a specific shade of blue (R83, G164, B211 / #53a4d3).

I've selected the red area and created a new adjustment layer and can change the colour by sliding the hue toggle, so I know I'm on the right track, but how do you change it to a specific colour?

Whats wrong with red, other then you don't like it? But good luck anyway.
