in other words "the universe" is being created for each of us as our consciousnesses experience being. The past or future have no actual objective existence so the question of beginnings and endings is kind of irrelevent...

my conscious experience of the universe certainly had a beginning, and will surely end but beyond that it is my view that matter exists in potentia and doesn't become actualized until acted upon by a conscious observer
so the creation of my universe happens as I experience it, I participate in the creation of the universe as I experience being
Now, there certainly seems to be some force driving self organization toward greater information density, maybe you could consider that a form of divinity
Are you familiar with the ideas of Pierre Teilhard de Chardin?
