Peace Officers are good, Law Enforcement officers are bad.
It is good to keep the peace, using law as a tool to keep people from breaking that peace.
It is bad to simply go out and enforce the law, regardless of whether the thing being done has any impact on anyone else.
A lot of the shift has to do with the war on drugs, guns, and whatever else people don't like. A lot of it has to do with raising revenue (tickets and fines all around!)
