Make it part of their radio. That thing already has a huge battery and good transmitting capability. Make it so that it wirelessly transmits back to their car when they are in range of their car. When they are out of range of the car, it transmits to HQ.
Yes, it may run batteries down, but they can carry replacements in the car to swap out. If a cop neglects to swap out batteries and the system goes dead, it is a violation of policy, and repremandable.
If something happens while the battery is dead, we're no worse off than we are now. It can only help.
