Is Society Obligated to Prevent Intimidation?

Because people don't consent to join society and are initially unfamiliar with social customs, is society obligated to assimilate people into customs so they can interact without intimidation, or are people obligated to assume the risk of intimidation during assimilation?

Bonus: Does denying a priori reason violate freedom of assembly by expecting people to learn from experience rather than thinking before they act?
