It's both explanations. Blacks are susceptible to cultural influence, the same as everyone else. Culture is determined by dozens of variables. So you have elements of culture (gangs, drug culture, misogyny, the glorification of violence, guns, etc) and elements of circumstance (poverty, ignorance, police brutality, systematic racism, etc), that come together in a perfect storm of violence.
