Should the UN establish a fund to treat potential terrorists for mental illness? When you think about it, it's not normal for someone to want to blow up another human being. The one who do are mentally disturbed. They're very similar to mass shooters in a way, except that their tools are different. Rather than controlling the supply of explosives what if we address international mental illness instead?
