So yeah, when regulatory capture is in place the prospect of instituting change to the legal system to account for this serious transgression that was knowingly perpetrated over decades rings a little hollow.
The idea that government needs to be funded to the point that it has the resources necessary to conduct proper oversight is not novel and is ultimately subject to the ideological/opportunistic whims of politicians. Create legislation that effectively categorizes and delineates white collar crimes such that criminal and civil proceedings can be allowed to continue outside of regulatory agencies and the accompanying bureaucratic logjams/regulatory capture and more in the criminal judicial realm where more independence can be found and we might get some real change. Create a two pronged system where if regulatory agencies can't/won't take up the mantle there's a stopgap that can and will. Up to this point corporations are fined/shut down/etc. Nobody at an individual level is held to account anymore and you can hide behind a facade and walk away scotch free.
Of course this relies on us getting these same wolves to write legislation that would probably face fierce pushback by special interests so *shrug.
