It's actually something new - whereas before Presidents tended to areas devastated by natural diasters, terrorist attacks, and societal/cultural/industrial decline Trump has started to visit places before he passes legislation that will further devastate the area. I call it "Trumpian Solace."

Truly, the silver lining to Trump being POTUS is the fact that he is so thoroughly debasing the institution that is the American Presidency and depleting it of all the gravitas it has held for so long. It would be more ideal to just have people grow up and stop insisting that there's something inherently majestic and grandiose about the Office of the Presidency without having to wait for a fat idiot to win the job and get Big Mac sauce all over the Oval Office carpet first, but that ship has sailed.
