Great point spacemonkey. I think the new series on Netflix, Babylon Berlin, explores this concept of decadent societies and people taking such action more thoroughly

A lot of loser half baked shithole countries already have nukes. Why worry now? Eventually one could use it then will be wiped out as an example to the rest. That's how I see it eventually going down. Personally I don't see any reason to spark one of those off unless its attempting to destroy an incoming asteroid.
