Regardless of whether this is an accidental shooting or not by the separatists, Russia must accept ultimately responsibility because without Russian support the separatists would not be doing what they are doing.
Will be interesting to see what China has to say about this though.

These intercepted phone calls are going to put poor old Putin in a tough shot.. Accident or not these calls are showing the world that the rebels are getting DIRECT orders and support from the Russian military and intelligence..

Not to minimize the separatists culpability, but I do admit, it is weird that nobody had the foresight to stop commercial flights. It's not like this is the first aircraft they shot down.
